A National Agenda for a Resilient Future
Galayr Consultancy has been entrusted by the Somalia Disaster Management Agency (SODMA) to provide high-quality technical, facilitation, and analytical support for the implementation of Somalia's national Anticipatory Action (AA) agenda. Our role is to ensure the delivery of inclusive, technically sound, and context-specific outputs that are aligned with national disaster risk management priorities and regional frameworks. We are currently spearheading two major, interconnected workstreams to achieve this vision
The National AA Agenda (Supported by WFP)
Creating the National Framework for Anticipatory Action
● Developing a National AA Roadmap: We facilitate stakeholder consultations to draft and validate a national roadmap that outlines the vision, goals, and implementation mechanisms for AA in Somalia.
● Formulating a National AA Policy: Our team is conducting a policy and legal gap analysis to prepare a national AA policy that is aligned with existing DRM and climate strategies.
● Operationalizing a National AA Technical Working Group (TWG): We are establishing and functionalizing a national TWG, complete with endorsed Terms of Reference (ToR) and Standard Operating Procedures (SOPs) to guide coordination.
● Establishing State-Level AA Technical Working Groups: We conduct institutional capacity assessments in selected Federal Member States to establish and launch functional state-level TWGs with clear workplans.
● Launching a National Dialogue Platform: We are designing and launching a national platform to facilitate ongoing engagement, knowledge sharing, and coordination, including organizing the inaugural national AA dialogue event.
The National Drought AA Framework (Supported by CARE International)
A Specialized Framework for Drought Risk Management
Our methodology and deliverables for this critical assignment include:
- Leading Stakeholder Engagement: We work closely with DRM institutions and sectoral authorities to systematically capture findings and ensure the framework aligns with sectoral needs and national priorities.
- Conducting In-Depth Analysis: The process involves a comprehensive desk review of available literature and structured interviews with key stakeholders, including government partners, IGAD/ICPAC, WFP, OCHA, and other key NGOs.
- Developing the Framework: The main deliverable is a draft national drought AA framework, developed through a consultative process and validated at a national stakeholder workshop.
- Facilitating Validation and Finalization: We are responsible for facilitating both the initial consultation workshop and the final validation workshop to ensure consensus and final approval from SODMA and all relevant partners
