The Challenge: A Shifting Risk Landscape
Confronting Escalating Climate-Induced Hazards
Somalia faces escalating climate-induced hazards, including droughts, floods, and irregular rainfall, which increasingly threaten lives and livelihoods. These recurring crises highlight the urgent need to shift from reactive humanitarian responses to proactive, risk-informed disaster management. Traditional response operations often begin only after a disaster has already occurred. This cycle of repeated disasters can also fuel competition and conflict over resources, impacting security and economic stability.

Introducing Anticipatory Action (AA)
The Future of Disaster Management: Anticipatory Action
A core pillar of our DRR work is Anticipatory Action (AA). This forward-looking approach enables early, pre-emptive interventions to mitigate the impacts of predictable shocks before they escalate into disasters. By linking early warnings to pre-arranged financing and coordinated actions, AA protects vulnerable populations, reduces damages and losses, and bridges the gap between development and humanitarian efforts.
GCC is at the forefront of operationalizing AA in Somalia. We are currently leading several landmark initiatives to build a national AA ecosystem from the ground up.
